Victor Cyril Palmer was born on 14 September 1897, the son of Ernest Joseph Palmer, a tailor's salesman, and his wife Philippa Eliza. In May 1915, when he was 17 years old, he went to work for London County & Westminster Bank.

In December 1915 Palmer left his job at the bank's London Palmers Green branch to join the army, becoming a Private in the London Regiment. Palmer was discharged from the army in October 1918 and was due to return to London County & Westminster Bank the following month, but he contracted influenza and died on 23 November 1918. He was 21 years old.
