Percy Norman Peebles was born on 18 March 1897, the son of David Peebles, a soldier, and his wife Fanny. He was educated at the City of Norwich School.

In September 1913, when Peebles was 16 years old, he went to work for National Provincial Bank of England as an apprentice at its Norwich branch. His manager there described him as 'of strict integrity and high ideals...painstaking, quick and accurate and a good writer. Ability and intelligence far above the average.'

In October 1915 Peebles joined the London Regiment, initially as a Private. In October 1916 he was commissioned in the same regiment, having scored maximum marks in his officer's examination. Second Lieutenant Peebles was killed in action in France on 9 April 1917. He was 20 years old.
