Harold Payne was born in Bromley, Kent, on 29 April 1889, the son of Douglas Payne and his wife Margaret Lucy. In November 1906, when he was 17 years old, Payne went to work for London & County Bank. In 1909 London & County Bank merged with London & Westminster Bank and Payne became an employee of the enlarged London County & Westminster Bank.

Payne was also a territorial soldier, a member of the Royal East Kent Yeomanry. At the outbreak of war in 1914 Payne was mobilised with his battalion, leaving his job as a clerk at the bank's Dorking branch to go on active service. He was later commissioned into the Royal Field Artillery, and by the time of his death in November 1917 held the rank of Second Lieutenant. Payne died in France on 30 November 1917. He was 28 years old.
