Fred Halliwell was born on 14 April 1898, the son of John Edward and Alice Halliwell. He was educated at Oldham Municipal Secondary School and Hulme Grammar School, Oldham.
In November 1913 he went to work for Manchester & Liverpool District Banking Co. A bank report from about 1916 noted that 'his manager speaks very highly of him. Has done good work during the pressure of last year [and] has taken charge of sub branch'. Outside work, Halliwell was a member of St Thomas Church, Werneth, and of the local cricket club.
In December 1916, when he was 18 years old, Halliwell left his job at the bank's Oldham branch to go on military service, initially in the London Regiment. In August 1917 he was commissioned into the Manchester Regiment. Second Lieutenant Fred Halliwell was killed in action in France on 22 April 1918, a week after his 20th birthday.
