Harold James Victor Fuller was born in Tottenham in 1897, the son of James Fuller, a tobacconist, and his wife Mary May. In about 1914 he went to work for Parr's Bank.

In May 1916 Fuller left his job in the bank's London Threadneedle Street branch to go on military service, becoming a Private in The Queen's Own (Royal West Kent Regiment). He was taken prisoner on 23 March 1917 and held in a German prisoner of war camp at Limberg. He died on 20 April 1918. He was 20 years old.
