John Edmund Percival Cockey was born on 12 June 1893, the son of Edmund Percival Cockey, a doctor. He was educated at The King's School, Worcester.

Cockey worked for Union of London & Smiths Bank at its London Bedford Row branch. He was a member of the bank's staff sports club.

During the First World War Cockey joined the army, and by the time of his death in 1916 was serving as a Second Lieutenant in The King's (Liverpool Regiment). He died in France on 30 July 1916. He was 23 years old.
