Reginald Norman Balding was born in Columbo, Ceylon, on 5 April 1895, the son of the Reverend John William Balding. He was educated at the King's School, Ely.

In April 1913, two days after his 18th birthday, Balding went to work for London County & Westminster Bank. In early 1915 he left his post as a clerk at the bank's London Kensington (OP) branch to join the army. He initially joined the Honourable Artillery Company, before being commissioned into the Bedfordshire Regiment. By the time of his death in March 1917 he was a Second Lieutenant, attached to the Machine Gun Corps.

Second Lieutenant Reginald Norman Balding died in Mesopotamia on 30 March 1917, a few days before his 22nd birthday.
