Oliver Bowley was born on 28 October 1894, the son of Albert Alexander Bowley and his wife Eliza. In July 1913, when he was 18 years old, Bowley followed in the footsteps of his elder brother Douglas and went to work for London County & Westminster Bank.

In August 1915 Bowley left his post as a clerk at the bank's London Bayswater branch to join the army, serving as a Private in the Royal Fusiliers. He was killed in action on the first day of the Battle of the Somme, 1 July 1916. He was 22 years old. His elder brother Douglas, who also worked for the bank, was killed in action nearby, less than three months later.
