Charles Henry Arkinstall was born in Liverpool on 7 July 1897, the son of Charles Arkinstall, a railway worker, and his wife Alice Emily. In about 1914 he went to work for Parr's Bank at its Liverpool branch.

During the First World War Arkinstall joined the army, serving as a Private in the Liverpool 'Pals', a battalion of The King's (Liverpool Regiment). He was killed in action on the Somme on 27 June 1916, shortly before his 19th birthday. An obituary in the bank's staff magazine noted that 'although he had only been in the bank a few months, Arkinstall's cheery disposition had made him a general favourite with all his colleagues'.
